The Mayor's Salary Affair - Neues Rathaus
Rising behind its sweeping reflection pool, Hannover's fairy-tale New Town Hall is the ceremonial seat of city power, and the backdrop to a slow-burning white-collar scandal that sent a sitting mayor through five court decisions over nearly five years.
Sobre este lugar
Completed in 1913 after more than two decades of construction, the Neues Rathaus stands on a foundation of roughly six thousand wooden pilings driven into what was once marshy ground. Its dome houses one of the most unusual elevators in Germany, following the curve of the interior arc rather than travelling vertically. The building was designed to project civic permanence. But between April 2015 and May 2018, Mayor Stefan Schostok's administration quietly processed unlawful salary supplements totalling almost fifty thousand euros for a senior official. When Schostok learned the payments were illegal in October 2017, he did not stop them. He asked the recipient to review their legality himself. That decision triggered a cascade: charges in 2019, an acquittal, an overturn by Germany's highest court, a retrial conviction, two further appeals, and a final fine of twelve thousand euros in January 2024. The legal process outlasted his time in office by nearly five years.
